One-time amnesty for illegal units

The move, according to senior Corporation officials, has come as a one-time amnesty to generate revenue, considering that almost 95 per cent of buildings in north Delhi have illegal
constructions. In a breather to owners and builders in the national Capital, the North Municipal Corporation of Delhi, on Friday, passed a proposal to regularise all unauthorised
constructions for plots measuring up to 250 square meters, built till December, 2016. The relaxation in the building by-laws, however, is subject to approval from the Union Ministry of Urban
Development (MoUD). The move, according to senior Corporation officials, has come as a one-time amnesty to generate revenue, considering that almost 95 per cent of buildings in north Delhi
have illegal constructions. The proposal aims to generate between Rs 5,000 and Rs 20,000 crore for the cash-strapped civic body. "The relaxation in the by-laws will be applicable for
the built-up plots situated in planned areas, plotted areas, regularised unauthorised colonies, urban villages, and special areas. No punitive action will be initiated against the
unauthorised constructions covered under this proposal, till necessary approval of the competent authority is received and implemented,"the resolution stated. It, however, further
stated that the said scheme will not cover encroachment on government land, and violation of height and structural safety norms, as per the Master Plan of Delhi (MPD), 2021. Also, the
officials said, since the population of the Capital city is expected to range between 220-230 lakh by 2021, land will be a scarce commodity. Therefore, vertical, effective, and optimal
utilisation of land appears to be the best option to provide shelter to the growing population of the city. "The unauthorised constructions are in the shape of full coverage of the plot
area, deviations in the form of excess coverage, and Floor Area Ratio (FAR), infringement of setbacks and projections on public land, among others," it stated.
